Speaker: Janette Benham and Brett Cain
Brett Cain is a p olicy analyst in the Leave and Care Division of the Employment Security Dep artment. He started his position with the agency in August of 2020. He is p art of a team who write administrative rules (Washington Administrative Cod e, or WACs), analyze legislative proposals, work with stakeholders, and dev elop and interpret policies that align with statute and administrative rule s for the division’s Paid Family and Medical Leave and WA Cares programs. B rett has worked in state government for over 10 years in policy-focused pos itions for three agencies. When he’s not working, golfing, or rooting on th e Seahawks/Ms/Cougs, he enjoys spending time with his wife Stevie, two daug hters Clara (6) and Lucy (4), and his ornery old dog Winnie (9).
Janette Benham has worked for the Leave and Care Division at ESD since March of 2020, where sh e is part of the policy and rules team that develops the administrative rul es and operational policies for the Paid Family and Medical Leave Program a nd the Long-Term Services and Supports (WA Cares) Program. Janette has work ed in state service for over twenty years and while the early part of her c areer focused on social services, policy and rules work has been her callin g for the majority of her career. She has a passion for serving the people of the State of Washington and is looking forward to continued implementati on, support, and administration of programs that assist individuals and fam ilies when they need it most.
